About this program
The NIH Omnibus solicitation funds small businesses developing biomedical products across all 27 NIH institutes and centers - therapeutics, diagnostics, medical devices, digital health and research tools. Phase I establishes feasibility; Phase II supports full R&D toward commercialization. Budgets above the statutory guidelines are routinely approved for topics on the NIH waiver list, and most institutes offer supplemental technical assistance programs.

US small businesses (≤500 employees). STTR applications additionally require a formal collaboration with a US research institution performing at least 30% of the work.
